HONGKONG, 12th. April, 1911.
Heads of Departments are reminded that they should take every practic- able step in their power to prevent the trafficking by Shroffs in their Depart- ments in subsidiary coinage whether in receipt or expenditure transactions.
It is suggested that surprise inspections, the keeping and occasional check- ing of a daily total of subsidiary coinage received by each shroff, and the de- mand for explanation of any extraordinary receipt of small coin, &c., would keep down the tendency to take personal advantage of the present dépréciation of such ecins but the matter is one in which the personal intervention of the Head of the Departinent on frequent occasions would have the best effect.
Sub-coin required for change or expenditure must be obtained from the Government Stock in the Bank by an order from the Treasurer.
The Heads of Departments
By Command,
C. CLEMENTI.
Colonial Secretary
